Also fueling their comeback is an unresolved 2015 lawsuit in which the Florida Department Business and Professional Regulation is challenging a computer game system licensed to Jacksonville-based Gator Coin II Inc. The internet cafés are returning after the Florida Legislature in 2013 adopted new regulations in the wake of the shutdown of 49 Allied Veterans of the World internet cafés. They’re also known as “adult arcade amusement centers,” according to city code, and often are found in low-income neighborhoods and aging strip malls. With names such as Lucky Strike, Sweeps Royale and Big Chances, the cafés offer prizes for playing games of skill or for entering a sweepstakes in exchange for buying prepaid internet time. Internet cafés are making a comeback in Jacksonville. Games of chance like blackjack or slot machines are allowed only if the devices are located at state-approved casinos or racetracks, or if they’re located on Indian reservations, which are exempt from state gambling laws. In those places, players can win tickets or credits that can be redeemed for prizes at the arcade’s discretion and are not exchangeable for cash. Games of skill, like Golden Tee and Madden NFL ’18 that can be found at arcades like Adventure Landing and Dave & Buster’s, are legal. The law also stops charity organizations, for-profit sweepstakes operators and adult arcade amusement centers from running gambling centers with games of skill that mimic casino-style games. Games of skill are permitted if the payout per play is 75 cents or less.
